I found, the separator between panes disappears after TC window resize. "Flat user interface" irrelevant.

No Under windows 10 there never are - https://madsenworld.dk/tcmd/nopanelseparatorlineswin10.png - both for 32- and 64bit TC.

Under Windows 7 there are lines, but only if you start with TC in Normal mode and switch to Dark mode - https://madsenworld.dk/tcmd/panelseparatorlines.png - If you there after restart TC (now in dark mode) the lines dissapears - https://madsenworld.dk/tcmd/nopanelseparatorlines.png

In my case, lines also dissapears after a TC window resize in Dark mode. I did not find such an bug in TC9.5b3, it appear only in b4

Can you post a picture where there are the lines which disappear? I don't see any in your screenshot, so it must be after resizing?

Yes, it after resizing.
"Resizing" -- I mean you can use the mouse cursor to make the window any size you want.

Very strange, there shouldn't be any lines. Can you try the new beta 5 please?
It should have lines
1. Arround the panel, when not using the "Use flat user interface" option (Configuration - Layout)
2. When there is no theme, arround the listbox directly
