Reproduced in 9.22a and 9.50 betas; only 32-bit version.
1. Open Settings - Font, set DPI to 72.
2. Apply the changes, or press OK and reopen the Settings dialog.
3. Even though all the elements in the dialog became smaller, the size of the dialog itself is exactly the same as it was with 96 DPI. Consequently, the spacing between the controls is increased.
In the 64-bit version this does not happen, the dialog is resized according to the new DPI value.

I can reproduce the problem with 32-bit, thanks. Seems to be a limitation of the Delphi framework. I will try to find a workaround.
