- Open Background Transfer Manager (menu Commands/Background Transfer Manager)
- Right click the Background Transfer Manager process in the task bar
- Most of the times the right click menu is immediately removed after it appears.

[tc6.03a] right click BTM process in task bar
Sorry, with Win XP it works like a charm.
Did you try other programs in the taskbar? Maybe a hardware bug of the mouse switch?
[edit]
Okay I tried it with w98 SE and: Confirmed.
If I do not move the mouse the context menu appears but as soon as I move the mouse to select an action it disappears (in 80% ).
And: It's definitely no hardware bug , I have two mice connected and both produce the same behavior.
It seems to me, that te context menu is more often accesible if I click on the left side of the Task-bar-entry?? Maybe imagination.
Very strange.
