I cannot reproduce what you show in https://dropmefiles.com/DPtey - I have testet in TC 9.51rc3 32bit and 64bit under Windows 7 and Windows 10 1909

EDIT: I just noticed that your video is showing Classic theme - I can confirm the bug with Classic theme under Windows 7.

Confirmed fixed in TC 9.51rc4 (testet under Windows 7 in classic mode)
