"New regional setting" - what is that? (Win10 "Use Unicode UTF-8 for worldwide language support")

Problems caused by new option in regional settings "Beta: Use Unicode UTF-8 for worldwide language support"

There are three items about this "regional setting" in the history of TC 9.51 RC4 - what setting is that - a Windows 10 setting? - I cannot find it.

I found this setting here (translated from German Windows 10 Pro):
Start > Control Panel > Region > "Administrative Tools" tab > click the "Change Locale" button.
Here you have the option (currently not checked): "Beta: Use Unicode UTF-8 for worldwide language support".

I checked in my English Windows 10 account - it is:
Start > Control Panel > Region > "Administrative" tab > click the "Change system locale" button.

If you check this option, Windows will use codepage 65001 (Unicode UTF-8) instead of the local codepage like 1252 (Western Latin1) for all plain text files. The advantage is that text files created in e.g. Russian locale can also be read in other locale like Western or Central Europe. The downside is that ANSI-Only programs (most older programs) will show garbage instead of accented characters.

That explanation will hopefully keep from going bonkers when I come across garbage for accented characters.
