In this forum I can see a couple of queries about EBCDIC code, which is used in mainframe computers. I could provide a translation table to be implemented in Total Commander. I even would try to program a plug-in for it, if I knew how to do. Can anybody give me a hint?

I wrote an EBCDIC-View plugin for a user a while ago. You can get it here:

It's quick and dirty, and sometimes it activates also for non-EBCDIC files. It was written for specific EBCDIC data files with a fixed width, so you may need to modify it for your needs.
