[TC9.51 RC5] No bottom frame in group boxes

The bottom frame is missing in these group boxes:

TC 9.51 RC5 x64: Configuration dialog -> Display -> File display
TC 9.51 RC5 x32: Configuration dialog -> Operation -> File comments

Observed in Windows 10, text zoom 125%. TC dialog box font: Segoe UI, 9 points.

I can trace it back to TC 9.50b1 - it is not present in TC 9.22a.

I cannot reproduce it either under Windows 7 with Classic or Basic theme with standard font.

Currently it's not planned to change that. Space is very tight in this dialog, and I don't want to remove any options, or make the dialog box larger.
