This discussion has solved a related small problem for me.
My setting of Configuration > Options > Misc > Get Confirmation Before Overwriting files
always worked properly when copying a file from one drive to another
but did not work when copying a file from within a ZIP to a file on a drive.
TC overwrote the target file with the source file without asking.
After reading this discussion, I looked in my wincmd.ini and found:
UnZIPOverwrite=1
After changing 1 to 0, TC now asks for confirmation before overwriting.
I solved my problem. Thank you all. Out of curiosity I went through TC’s Configuration > Options to find whether I might have set this without having to edit wincmd.ini. So far, cannot find where.
"UnZIPOverwrite=0" is the default setting, and default settings are not in the INI

That is not correct in this case - and in many other cases - there are numerous default settings that are kept if manually added, or if turned back to default via GUI - TC is very inconsistant in this matter. It does look like though, that older default options are kept in wincmd.ini whereas more recently introduced default options are removed.

I can confirm that if I disable "Configuration" -> "Options..." > "Misc." -> "Get confirmation before" -> "Overwriting files" then I also cannot save the option "1. Ask user" in the "Advanced options" of the Copy dialog.
How would it make sense to combine these two? Either you want confirmation or your don't!

Maybe the last changed option should have precedence over the other. Or, as it is now, where the option in the Misc. settings has precedence, then the option in the Copy dialog should somehow be disabled (unselectable or hidden) when confirmation before deleting is disabled in the Misc. options.

Good question. Why have two conflicting options in the first place?
As you said, one wants either confirmation or not. What is/was the logic/reasoning behind having two settings for the same "either ask for confirmation or don't" decision?
