Can't drag and drop fonts to the Windows installer

I am using 9.51 with Win 10. The font installer under appearance, fonts has a box and you can drag a TTF file to it. It works with Windows file explorer but not TC.

You can copy fonts to c:\windows\fonts, but you will have to use copy+paste (Ctrl+C, Tab, Ctrl+V) instead of F5. The system doesn't recognize the fonts when copied via Windows function CopyFileEx, only when copied via Explorer.
