If I were to buy a Total Commander License, would I be allowed to use that License on more than one PC? Or do I have to buy a License for each PC I want to use Total Commander on?
Also how exactly does the License work? Is it a code I enter or a file I have to drop somewhere?

From the help file, section 2c:
Registered version (personal licence)
The registered version may be installed on as many computers as desired,
as long as it is used by only one person at any one time (I.e. one installation at home and one at the office used by the same person).
Therefore you need only one licence for a port connection between two computers.
The usage by multiple people at the same time (on multiple computers) requires additional licences.

A: Probably you will get the key as code by mail (steps to register explain in the mail)
That way you don't have to wait for a key file, which some providers sort out as spam.
You can also pack the wincmd.key file into tcmdkey.zip and use that in stead - but it has to be packed with = (zero) compression. Other files can be added to tcmdkey.zip if needed.
