There is no "one size fits all" best way because copy speed highly depends on the system hardware, system load, the disks involved, the files copied and many other factors. In short: You will have to test it for yourself, which values are the best for you. One thing I know is that it's strongly recommended that you tell TC which volumes are on the same disk(s) with the SamePartitions INI setting.
