I would like to use TC to open a .zip file that is an attachment to an email in Outlook.
How is this done?

Not at all if the attachment is inside of Outlook.

I use the Outlook which is part of MS 365.

I don't have Outlook, but you could try and associate *.zip files to Total Commander system wide:
1. In Total Commander (or File Explorer) right click on a .zip file.
2. Choose "Open with..."
3. Click on "More apps ↓"
4. Find and select Total Commander in the list.
5. Click the checkbox "Always use this app to open .zip files".
6. Click OK.
7. Now check what happens if you try to open a .zip file in Outlook.
If it doesn't work then just do the whole procedure again but choose to open with File Explorer.

What is your goal - just open zip for one-time quick view or make more operations? The first goal you can try to achieve as described by 2petermad, in the second case you must save zip to your disk, outside of an email message.
When operating in your email client, attachments are temporarily saved to %TEMP% directory. For security reasons the temp file may have some random name. If you just start to edit the attached file directly from your email client, all changes may be lost when you close your editor. This behaviour is reported by many users, especially when they open archives in 7-zip.
