[TC 10 b5 64 bit] Unwanted solid black border of comment edit box on hover

When hovering the mouse over the comment edit box, a solid black border appears.

I think v9.51 (b4 as well) doesn't have this border, and not having it looks better.

Maybe related to this change of b5: 07.04.21 Fixed: Dark mode: Correctly draw borders of listboxes (e.g. Configuration-Options-Language) and multi-line edit boxes (e.g. change comment) in user-chosen color (32/64).

Yes, it's a known bug, it should only be drawn in dark mode.
