[10.00β10] Poor scrolling performance in full/brief view

There is a very noticeable performance issue when using unlocked scroll wheels like the ones in the Logitech G502 Hero or G502 Lightspeed. This issue is present even with the wheel locked like most mice have.

This can be reproduced 100% of the time, regardless of dark/light mode. Here is how:
1. Create a folder with 100 items.
2. Switch to full view.
3. Rezise the window so you can see about 30 at the same time.
4. Using the mouse wheel scroll up and down very fast.

I also noticed that keeping pressed PgDown will first scroll a single page and after a delay scroll all the way to the bottom. This might actually be the cause of the issue and look like it's not a random behavior but something implemented on purpose, maybe as some kind of rate limiter.

This issue is also present in version 9.51.

Try systempropertiesperformance.exe and turn off Smooth-scroll list boxes.

Mal angenommen, du drückst Strg+F, wählst die FTP-Verbindung (mit gespeichertem Passwort), klickst aber nicht auf Verbinden, sondern fällst tot um.

It works. Thanks.
Is it a known Win10 issue? I'm running 5950x+2080S+1440p 165Hz so this shouldn't be an issue with the performance of the hardware.
I also noticed Explorer worked fine which is why I thought it was a TC issue.

"Smooth-scroll list boxes" has been a Windows "feature" since at least Windows XP (if not Win2k), and the discussion about scrolling performance in TC is just as old. But since this "feature" applies to every application using list boxes, it never has been a TC bug, despite being an issue for TC users. Open Notepad for example and open its Font settings. The list in this window behaves the same way as TC's panels.

The hardware performance doesn't make a difference because Windows is kind of animating the scrolling effect to make it seem smoother to the human eye. Explorer isn't affected because it doesn't use list boxes but list views (a different Windows control).
