What do you mean? When I install a plugin which is already installed, I get a message that the plugin is already installed, and whether I want to overwrite it. If I choose "Yes", then I can't change the target location. But when I choose "No", I can choose the target. What does this have to do with "Everything"?

As Christian said, Everyting has nothing to do with any plugin installation.

From your picture I can see the following, namely
If the C: drive is indexed in 'Everything', the folder name should appear in the 'Directory Tree' window.
Just try it out.
PS:
It is easier to specify the path BEFORE installing the plugin in the file "pluginst.inf"
- only if you do not want to use the default installation path - :

- A "Directory Tree" window and the fact that the tool 'Everything' has been installed
- A plug-in installation with access to the "Directory Tree", because you did not want to use the default installation path:
..\Plugins\wlx\PhotoViewer - PhotoViewer 0.12 Beta - Updated: 24.04.2021
