I'm finding that that resultant zip file doesn't retain the zip0 extension displayed in the dialogue box before the zipping action.
Is this intentional?

Yes, renaming to .zip extension is intentional.

Highly recommended when you want files that take up no space at all, for example, to have a list of files that might lie elsewhere but to which you want an immediate reference locally - occupying 0 bytes.
Zip2Zero 'packs' filenames into a zip file (of negligible size) - it's trivial then to copy the 'contents', those phantom filenames, out to a folder.

No, that's not yet supported, but might be a nice addition.

Choose zip0 each time you use it; it isn't remembered.

It is remembered! (At least with the current version of the plugin.) This is very bad.

At the next packing:

1) In "Pack Files" dialog box, the (ordinary) zip remains ticked
2) In drop down list, zip0 remains selected
3) Press "OK" button
4) The result is an "empty" zip archive with zip extension

Very confusing. Is this jumping point in "Pack Files" dialog necessarily?

Yes, I seem to remember that happening, mrle. Maybe that's what I meant.
You can at the next pack, inadvertently create an empty zip.
zip0 IS remembered, and I don't believe it should be.
