+12 years, the problem still exists.

You can add the line
VistaDelete=1
to your wincmd.ini under [Configuration] to not get a delete confirmation when deleting to recycle bin.
Additionally, delete confirmations must be disabled in Recycle bin settings (Right click on F8 button, properties).
