I would also appreciate(& all historians & collectors too) option to download all versions as packed(zipped/compressed) Windows/Total Commander directory to just copy it instead of installing

All TC setups (and the install.cab within) can be inspected and extracted with TC (Ctrl+PageDown) or 7-zip or WinRAR or other packers. No need to run the setup. Just unpack the files into a directory of your choice and then run TC. Note that all TC versions use the same wincmd.ini by default. Take a look at TC's command line parameters in TC's help file to specify a different wincmd.ini.

Yes - press Ctrl+PgDn on the exe file and there after doubleclick or press Ctrl+PgDn on the Install.cab file. Older versions of Windows Commander uses an Install.bin file which can also be opened with Ctrl+PgDn

Notice that the folders e or d should be unpacked to TC's main directory (e for English or d for Deutsch).
