Tooltips on file panels - is it possible to tune the behavior?
Tooltips on file panels are quite useful since they show file information such as file version & description for executables.
And, despite its usefulness, I mostly have the tooltips disabled.
In the same time, I actively use a FarHints plugin for a FAR Manager that basically does the very same: show tooltips with file information.
So, why do I use them in FAR Manager and do not use in Total Commander?
Well, the difference is very small, but it is very significant to me!
In FAR Manager, when you are moving the cursor away from the file for which a tooltip was shown, the previous tooltip immediately disappears right when you started to move the cursor away from the current file.
In Total Commander, when you are moving the cursor away from the file for which a tooltip was shown, the previous tooltip remains on the screen, thus confusing me because I still see the previous tooltip at the position where the cursor was, while the cursor is being moved to another file. And when I stop moving the cursor, the old tooltip disappears and the new one appears for the current file, thus creating an impression of "jumping" of the tooltip from the old position to the new one.
Can this behavior be tuned to make it the same as in FarHints? I.e. to hide the tooltip window once the cursor leaves the current file - and then show the tooltip only when the cursor has stopped at a new file?

Also, FarHints allows to configure the transparency of the tooltip window. To me, 12% transparency looks quite good as the tooltip's window is clearly visible and readable while you have some idea of what is behind the tooltip window.

I see a slight delay before the tooltip is shown when moving the cursor from a file without a tip to a file with a tip, but I see no delay when moving between files that have tips.

That is not possible in TC but you can set the colors for the tooltip with these parameters in the [Colors] and [ColorsDark] sections of your wincmd.ini:FarHints allows to configure the transparency of the tooltip window.

Here is a recorded GIF animation that demonstrates the behavior described. The tooltip remains on its previous position until the cursor stops at a new one. (Desired behavior: the previous tooltip shoul disappear once the cursor leaves the current item).

No such problems here.
The tooltip moves to the next item without any delay.
How should the tooltip disappear when you leave an item ?
It reaches the next one in a list view and displays the new tooltip of course..
There is no empty space between lines.

I can see the difference in behavior in your two clips, but the way your tc behaves it not quite like mine does. If I move the cursor fast, the tooltip disappears and pops up at the file where I stop the cursor. If I move the cursor a little slower (like in your videos) a new tip pops up for each file I pass. So the difference in a way is that TC shows tooltips even if the cursor is moving, but your FAR Manager only shows them when the cursor is at a complete standstill. I cannot recreate the appearance of a "sitting back" tooltip as in your TC video.

There is no tooltip shown for me while the cursor is moving fast enough.

Is there a chance to have this behavior customized in the next version of Total Commander?

Unfortunately, nothing has been changed regarding the file panel tooltips in Total COmmander 10.50.
No ability to change the tooltip delay, no ability to change the transparency...

There is a delay only before the descriptions appear ([Configuration] > TooltipDelay=<ms>).

Maybe the new option in Total Commander 10.50 to show tooltips only on icons may be useful for you then:
wincmd.ini

FileTipWindowsOnIcon=1
The type of tips can still be controlled via the settings dialog.
Alternatively, you can set FileTipWindowsOnIcon=2 to show floating tooltips over the icon, and name tooltips for names which are too short over the name.
