Pin to Start does not work when executed from TC

The behaviour described in the bug report is either by design, or would be far too complex/time-consuming to be changed

Pin to Start does not work when executed from TC

Step:

1. Right click folder or file.
2. Click Pin to Start

Nothing is pinned.

For instance Pin to Quick Access works.

Works in Windows File Explorer.

It works fine in Windows 11 with StartAllBack installed :D
Windows 11 Home, Version 24H2 (OS Build 26100.3915)
