Chromebook - "Open With" menu - offer Chome OS programs?

On a Chromebook Is it possible for the right-click "Open With" menu to list native Chrome OS programs (not just the Android apps running on the Chromebook)?

According to my research, it's not possible to open the Chrome OS browser (Chrome browser) with a chrome: URL from Android, due to the sandbox in which Android apps run.
