If I look into the Network tab of dev tools, it says:

Status 200

But the response is:
Failed to load response data: No resource with the given identifier found

Response size: 305 bytes

Sorry, i don't use Chrome and i don't plan.
I use Firefox configured to save most filetypes without asking, and it's work with all plugins on totalcmd.net

I have tried with both Chrome 96.0.4664.110 (64-bit), which is the latest version, and Firefox 95.0.2 (also latest), and both download the file just fine.

Maybe a temporary glitch? Or maybe .ru domains are blocked by your firewall?

I Tested here in Chrome 96.0.4664.110 (64-bit), Firefox 96.0b10 (64bit), Edge 96.0.1054.62 )64bit), SeaMonkey 2.53.10.2 (64bit), Internet Explorer 11.0.9600.19569 and finally in the 10 year old Safari for Windows 5.1.7 (7534.57.2) - it worked in all of them
