Hello!

How do I tell winget to install the German x64 version of Total Commander?

There is no language-specific version of TC. TC ships with language files. TC's setup can set the application language and this setting is saved in wincmd.ini. Example:

[Configuation]
LanguageIni=wcmd_deu.lng
Mainmenu=wcmd_deu.mnu
So if winget doesn't provide such setting (don't know but I doubt it), you can just set these after winget is done installing TC.

winget can install different language versions of a tool. But the installation manifest of the tool must support it. I checked the ones available there and they pretend they are installing the English version, But in reality they just run the TC installer with default settings, just hidden.
