Strange, it should open with the tab where it last made changes. The plugins tab should only be opened when there are plugin options in the loaded settings.

There are definitely no plugin options set and it worked with 10.00

I found it, it was caused by this option:
29.09.21 Fixed: Faster loading of multi-line options in Attributes dialog (plugins), Search dialog (plugins tab), and Custom columns dialog (32/64)
Just hiding and showing the list of plugin options made the dialog switch to that tab...
