When I use the KatMouse program to be able to scroll items without clicking on them (Windows 10 has the same feature build in), I can only zoom pictures until a scrollbar appears - after that Ctrl+scroll just moves the image sideways or up and down.
Is there any chance that this can be circumvent?

KatMouse probably sees the scrollbar and translates the mouse wheel turns to scrollbar commands...
