[TC10.50b4 64-bit Dark mode] Scrollbar flickering while scrolling

When the dark theme is forceble enabled and you scrolling files in the panel by the mouse scroll too fast, color of the scrollbar changes from gray to light for a short period of time (<0.1 sec).

Affects both x86/x64 versions. Also same one-time behavior when you change current directory (go one level up or down browsing folders).

This happens when the underlying Windows version does not support dark mode. You cannot change scrollbar colors, so Total Commander draws on top of the existing bars. It's not always possible to do this perfectly.
