Command-line-parameters-window caption tip

Hi (Christian),

TC enables to set parameters for an application launched by clicking an icon in toolbar or from start menu (by setting ? at the beginning of Parameters textbox in config window).

In this case new window opens to set parameters. Caption of this window is "Total Commander".

My proposal:
Change the window caption to Tooltip text from config window. This would be, I think, much more descriptive.
