New directory template (when no item under cursor)

Is it possible to set new directory template for cases when user press F7 on top of the dir ([..]) ?

Also I don't understand how to use [±] to open templates right from keyboard. Tab ignores this button

1. Yoyu can redirect [MkDirHistory] section to read only file after creation desired folders.
2. Alt+Num+ OR Alt+Shift+= (so this is Alt++)
