How can I change the background color of this TC element?

This particular element that can be de/activated from Layout -> Show current folder (the contrast between the active and inactive panels is weak):

Or maybe it's a hidden Windows setting for it?

Hi. Out of curiosity, any specific reason for that? TC updates are free for registered users...

alin1 must be using TC 7.57a from 2012 or older - the option to set the colors for "Title bar for file panels" was introduced with TC 8.0 beta17 also from 2012. TC 8.0 was the first 64bit version.

I used the 9th version. I just upgraded it to 10th version. I just noticed that listbox with the colors.
