Works fine here, I have just tried it again. Maybe you have the following option disabled?
Configuration - Options - Icons - Show icons for special folders:Virtual folders (e.g. network)
When I uncheck this, I don't get any icons in UNC paths either.

All "Show icons" checked. "EXE/LNK not on net" and "Show !" unchecked.
Doesn't work in TC 32-bit, 64-bit not tested yet.
Setting system attribute works as in old versions.

I tested with a fresh ini for both 32bit and 64bit TC 10.52rc1 on Windows XP, 7, 8.1 and 10 - it is the same - no diricons from Desktop.ini

I don't undestand. I created a fresh ini file containing just two lines:
[Configuration]
IconsOnNetReadOnly=1
and then started TC 32-bit and TC 64-bit with it, and both show the folder icons in UNC paths just fine.
I think the only way out will be to remove this function altogether, sorry.

Try to work in a normal way.
1. Run TC without ini, accept proposed settings with no change and close TC.
2. Add IconsOnNetReadOnly=1to wincmd.ini and save the change.
3. Restart TC and watch results.

It also doesn't work for me. For the test I've used the wincmd.ini of my portable TC, which rarely changes (my portable TC is a password-protected SFX, so the contents only change if I intentionally do so). I've added IconsOnNetReadOnly=1 to that wincmd.ini, and then repacked the portable TC and launched it. Still no icons for such read-only directories on UNC shares, though they do show on mapped network drives. In other words: no difference to previous TC versions.
When searching TC's files I can't find the string IconsOnNetReadOnly in totalcmd.exe or totalcmd64.exe, only IconsOnNet can be found. That's why it can't work.
