Gral immediately wrote that it doesn't work with quotes.
Cause found. The presence of a space in the path to the bar file.
And since quotation marks are not supported, then it is impossible to read the absolute path completely, because it is taken before the first space.

Does the regular context menu invoked via ENTER work? To get this, you need to set the "open" program to a single asterisk: *

Nice to hear that! I should work with and without double quotes, e.g.
**"%COMMANDER_PATH%\Bars\Test.bar"
or
**%COMMANDER_PATH%\Bars\Test.bar
