When using 32-bit TC, every subfolder of the virtual folder Control Panel is empty.

To interact with virtual folders via shell32.dll need the same architecture, I suppose.
This was discussed even after the advent of Win x64, you can search.

Yes, it is. Well, as "normal" as it can be. Ghisler explained somewhere that TC shows what the system returns.
BTW: There are a lot of empty folders in TC x64 as well, so the control panel is unusable in TC anyway.

I have set the registry to open TC for all folder requests
and by design not for the Control Panel.
Most items can't be displayed in a usefull manner anyway.
I don't see what should be the benefit using TC for it.
I guees most users will not working a lot of times in the Control panel
and for most control panel sub-functions there can be made buttons.

It depends on the OS. In Windows 7-11 only 32bit third party items are shown.
But if I open \\Control Panel\ under Windows XP (32bit) the folders are useful and there are numerous links that opens the Control Panel Items - like "Mouse", "Screen", "Keyboard", "System" etc. - https://madsenworld.dk/tcmd/controlpanelXP.png

On XP, there were no such folders with add-ons yet, so it's not surprising.
