Cursor does not jump to a directory if directory created on an android device connected via USB. Is this expected behavior?

That depends on how you acces the android device via the drive combobox/dive button bar or via the Media Audio 2 system plugin - if you use Media Audio 2 TC does jump to a directory when it is created.
If Media Audio 2 is not used, it I Windows Explorer that provides any functionality to the folder, and I guess TC is not informed when the folder is created.
