10.52 32-bit , XP 32-bit.
the same on 10.50 32-bit on Windows 10 x64.
Here you can see that compare by content show some strange results:

Above: I would expect TC would show ;0 in black and not in red in the first line. Same goes for the last line.

Above: you see 'kabi' is in red. It should be black (no differences). I will send both files to Christian.
Also it has happened to me while doing synchronize dirs: there was only one file marked 'copy to right' but when I clicked 'synchronize' pop-up window showed '2 files to copy (or something like that)' - can't do it again. Only one file was copied.
Can't check this on older versions - just noticed this.

I have already responded to your e-mail that this isn't a bug, Total Commander just compares the files differently (it looks for insertions and deletions).
