TC has internal command cm_configSaveSettings

i think in new one cm_configLoadSettings so if you change Wincmd.ini by other tool you can apply these change without restart TC

also this will help addon programmer to send it to TC instead of restarting.

maybe some settings need to restart TC but the most will not.
