How does 22M become 21.267M ?

What I want to do is how to change the size of a file? It was 21.267M and it is now 22M. I hope someone knows.

Where is/was it stored?
Where have you seen that difference?
What happened in between?

Sorry, it was one of many file type. If I can can say it...

The sizes say 22M or 5M, but in an older TC, a different form was 21.45M and 5.4M
