TC for Google Automotive OS?

does it possible to build/upload TC version for Google automotive in the Google playstore?

I don't quite see how Total Commander would be useful on Android automotive. It would probably also not be approved by Google.

it will be useful with all file operations - copy files to/from the connected USB drive, from cloud, edit files...

Google would probably argue that it's not suited to be used in a car, and could be too distracting when people would try to use it while driving.
