[TC 11.00b1] inside windows\temp >> alt+shift+enter doesn't work
access windows\temp -> confirm UAC -> alt+shift+enter doesn't work

Strange, works fine here both with TC 32-bit and 64-bit.
Do you need to confirm access to the subfolders of windows\temp (As Administrator)?
Then the access to them is restricted, and TC will not show their sizes. If you need them, you can use the tool "Everything" for getting the size, it's a separate checkbox in Configuration - Options - Operation.

- no new TC11 progress bar with average speed when copying to c:\windows\temp
- can't enter archives with enter or Ctrl+PgDn, but can be viewed as text by F3
- when creating an archive with the target path to c:\windows\temp, it fails
- no extended context menu entries (right-click), and Properties doesn't work

...and when started totalcmd NOT as admin and it was closed in "C:\Windows\TEMP\" - uac doesn't appear

This is intentional - press Ctrl+R to refresh, then you will be asked whether you want to access the folder as administrator....and when started totalcmd NOT as admin and it was closed in "C:\Windows\TEMP\" - uac doesn't appear
What's odd is that when I enter c:\windows\temp and confirm the uac dialog, Alt+Shift+Enter does work.

You are right, those which show a size can be accessed without uac.
The reason why TC doesn't show the size for those protected by uac is that I don't want to ask the user for consent for each folder, especially when directory sizes are loaded automatically and the user just changed the directory.

Not confirmed, I do get the average speed progress bar even when copying to c:\windows\temp.- no new TC11 progress bar with average speed when copying to c:\windows\temp

- there's no "user abort" dialog when Cancel.when copying to c:\windows\temp
- when copying a folder from c:\windows\temp, it is not updating second progress bar at all.
the folder must be one of these where it can't count file size and files count.
