I think that the only string 2121 that can be universal for all settings is simply: 2121="Re&verse order" leaving out the "(last visited at the top)" part, because it is unpredictable what will end up at the top.

Just "Reverse order" - it covers both the scenario where there are 2 list (History list and Most Frequently Used list) where the order of those 2 lists is reversed - and the scenario where there is only the History list and the order in that list is reversed.

If "Show last visited directory closest to the middle of the list" is enabled and "Show most recently used directories" is disabled - then the function ""Reverse order (last visited at the top)" does the opposite of what is says, regarding the top - but it still reverses the order, so that is why 2121="Reverse order" would be the best solution.
