Improvement of the History config dialog

Some ideas to the History config dialog layout.

Change the label "Directory history thinning" to "History thinning" that would leave space for a box for setting the HistoryThinningDelta value.

Move the labels "History thinning" and "Max width in characters (average)" into the same vertical position.

Move both sections "History" and "Frequently used folders" 2 pixels up

Move the section "Scroll list:" like 7 pixels down

Move the part with "Storage location..." and "Save now / Delete now" buttons 5 pixels down

It should look like this:

I don't think that the average user should change the HistoryThinningDelta value. It's for advanced users and doesn't need to be put in the main settings dialog.

I think it is pretty straight forward: how long do I have to be in a folder before it gets added to the thinned list.

I can think of option in for example the FTP config dialog and the Thumbnail config dialog that are much more advanced than HistoryThinningDelta

HistoryThinningDelta=5000     Number of Milliseconds to stay in a directory to keep it in the history. 0=only for file operations.

Directory history thinning
Only add directory to the directory history (Alt+Cursor down) if the user stayed there for a certain amount of seconds (default 5),
or started any file operation in that location.

Verzeichnisverlauf ausdünnen
Verzeichnis nur dann im Verzeichnisverlauf (Alt+Pfeil ab) anzeigen, wenn es für mindestens x Sekunden angezeigt wurde,
oder der Benutzer eine Dateioperation darin gestartet hat.

Default (Standardwert) is missing in the German help file.

If this entry is in the menu selection as shown in the picture above, then
- each user can decide for himself which value he wants to use
- a user will probably only become aware that there is this or which other option there is
- a user does not have to look in the help to find out what other options are available for a topic.

I would rather prefer the value: 5000 ms as default value, because this value is stored in the wincmd.ini
and is stated as such in the help.
