Bug:
tab,[locked,but directory changes allowed],This option is invalid. Selecting it will have the same function as "lock this tab". When switching to other tabs and then back again, the tab will return to the locked directory instead of the originally located directory.

That is not a bug.

IMHO, Configuration -> Options: Folder Tabs - 'Return to locked tab root directory on tab change'
option simply should be turned off in his case..

The difference is that when I choose "locked, but directory changes allowed," I can temporarily enter other directories within that tab, and when switching, it will not automatically reset to the locked directory.
