How can I access English language files to translate into another language?

I'm not sure if it's the latest version, but you can check https://tcup.pl/news .
If you install the English version , there should be files in the Language subdirectory - you can view them as a text file .
Don't edit it, just make a copy with the name for your language .

Before your start translating, make sure your language isn't already translated. You can find the various language files here: https://www.ghisler.com/languages.htm - here are also some languages that are not up-to-date.

Sorry, but why do you recommend TCUP project website in this case? TC UP is an extension pack for TC, not source translation files!
