I have had a connection problem with using FTP since few days.
I get an error message: Connect call failed!
I didn't find any solution for my problem.
Could anybody help me?

Did it work previously with the same settings to connect to the same server? Does it work to connect to this server with other programs? Does the server require SSL? Is it actually an FTP server, or is it an SFTP server instead?

"Connect call failed!" means that the server couldn't even be reached. This can have several reasons:
1. The server may have changed address
2. The host company may have turned off FTP and switched to something else like SFTP, check their documentation
3. A firewall may be blocking Total Commander. This can happen after an update when the firewall sees a changed executable

If I use the wifi, my site doesn't load, but if I use a mobile network on any phone or tablet or even the PC with a hotspot connection, everything is fine, both website and FTP work well.

Are you able to reach your site with a Web browser via wifi?
If it can, then the FTP port may be blocked by your provider.
You can try moving the FTP server to a different port.
If it can't, then there may be a temporary routing problem.
You can run cmd.exe and then use the command
tracert bluebirdstudio.org
to see whether the site can be reached at all.
Here is a tool to check how it should look like:
https://dnschecker.org/online-traceroute.php
If it can, then the FTP port may be blocked by your provider.
You can try moving the FTP server to a different port.
If it can't, then there may be a temporary routing problem.
You can run cmd.exe and then use the command

I have run cmd and the answer was: Request timed out.
I don't know what is the issue but here you can see what has happened:
1. I have asked the server provider if they block any IP addresses, and the answer was: NO
2. I asked the server provider if they modified any configuration settings (i.e. FTP/SFTP) on the server where my websites are, and the answer was: NO, they did nothing
3. I have called the broadband provider (Imagine) if they blocked any IP Addresses, and the answer was: NO
4. I asked the broadband provider (Imagine) if the modem that I was given could block any IP Addresses, and the answer was: NO, the modem configuration has no such function to block any IP Addresses.
So I then unplugged the router for an hour to see if the IP address had changed and yes it had.
So changing the IP address of the router has solved the problem temporarily.

Well, it does sound like your IP address was blocked automatically somewhere in the path, maybe you had inherited it from someone doing address scans.
