The older AddTime can indeed not change directory timestamps. But the newer one (AddTime addon 2) claims to be able to do that according to the screenshot on totalcmd.net. See the option "Set Directories Date/Time".

My only remaining question is, how exactly do I add the addtime_addon64.exe to my Button Bar or to the Start menu
of Total Commander???

addtime_addon64.exe to my Button Bar

Go to the folder where addtime_addon64.exe is located and drag the exe-file to an empty place in the button bar.
Right click on the new button and put %WL in the field "Parameters:"
