I suggest include only changelog for version 11x
and unlike SIZE!.TXT this will be a useful saving

No, for searching purposes this is a nogo. You can shorten up the file after installation by your own.

Since text files can be compressed a lot I don't see much benefit of stripping it down. The installer files won't get much smaller.

Sure, it needs to be done eventually, just like it was done around TC 9.x or so, but I don't think it's necessary yet.

I agree too that the history.txt should not be shortened - it isn't even the full history - this: https://tcmd.madsenworld.dk/FullTCHistory.zip is closer to being the full history.
