TotalCmd 1103 can not auto start from Start Menu\Programs\Startup
TotalCmd 1103 can not auto start from Microsoft\Windows\Start Menu\Programs\Startup
Before TotalCmd 1102 power on auto start worked well.
After I installed TotalCmd 1103 it does not work any more.
I have a power on auto start from Microsoft\Windows\Start Menu\Programs\Startup
It is a link in c:\Users\Josh\AppData\Roaming\Microsoft\Windows\Start Menu\Programs\Startup\Total-Cmd64.lnk
and the link is C:\!Josh\TotalCmd\TOTALCMD64.EXE
Before TotalCmd 1102 power on auto start worked well.

I made two fresh copies of TC 11.03 with the exes:
C:\Josh\TotalCmd\TOTALCMD64.EXE

Placed their shortcuts into the %AppData%:

Both Total Commander copies are successfully being launched upon restarts.

Placed its shortcut into the %AppData%:

Set up the advanced properties to run the program as administrator.
Results:
1. TOTALCMD64.lnk, and TOTALCMD64-exclamation.lnk : keep auto-running upon restart as intended.
2. TOTALCMD64-admin.lnk : won't auto-run upon restart.
TOTALCMD64-admin.lnk : would auto-run upon restart only if the 'run as administrator' option gets removed.
Apparently, this is the key to the answer to the question (the Run as administrator option).

Please, keep in mind, that the 'Run as administrator' option can be set/removed by modifying an application shortcut (.lnk) and/or directly its exe properties [via compatibility tab].
If the 'Run as administrator' option was configured via exe properties you cannot remove elevation via .lnk, and should use exe properties for that again.

I testet with TC 11.02 and 11.03 both 32bit and 64bit with .lnk files in %AppData%\Microsoft\Windows\Start Menu\Programs\Startup\ for both starting TC normal and with administrator rights - it is only the normal instances of TC that is auto opened at startup - so no difference in that respect between TC 11.02 and 11.03
It is obviously Windows that refuses to start TC via a .lnk file with admin rights at startup.
If you want to autostart TC at boot you will ned to make a Sheduled Task (run taskschd.msc to set it up).

I tested it again under Windows10:
The link works well with or without the admin rights alone.
The link does not work with or without the admin rights when startup.
Sheduled Task (run taskschd.msc to set it up): works well with 1 minute delay.
Sheduled Task (run taskschd.msc to set it up): does not work with no delay.

Anyway, as shown above, this is not a Total Commander (including version 11.03) specific issue.
If an app won't start in Startup (AutoRun) mode a user should check the relevant system settings on their machine (e.g. if the Startup is disabled for the app).
There are a few standard ways how to disable Startup apps on Windows.

TC shouldn't be run as administrator all the time anyway. All programs launched from such an instance inherit the privileges, they also run as administrator. This includes programs launched via doube-click on an associated file like .doc, .txt, .png and so on.
