every time i want move file and keep file's time i need go in option-copy/delete- enable copy date/time of directions

drag file to other panel then in the Pop-up menu to set keep files date/time

TC always keeps the files date/time when moving files within and between harddisk partitions and network shares. Keeping the files date/time has nothing to do with keeping the date/time of directories.
Anyway the setting for keeping date/time for directories is saved in wincmd.ini. If you have to constantley set that option, then TC is not able to save the configuration to wincmd.ini - probably because of missing write access to the folder where you have chosen to keep the wincmd.ini file.
When uploading or downloading files to and from FTP-sites, there is a checkbox in the Upload / daonload dialog to "Preserve file dates" - once set this option is also saved for future use.
