A simple forum search for access+android had given a quicker answer to you:

I clicked on the triangle and chose "this PC" but the only thing that showed up was "Living Room" which is my FIOS Television. Would appreciate more assistance.

My Android phone is on the same WIFI network as my PC

For a connection via Wifi you need:

Android: WiFi/WLAN Plugin for Totalcmd (Google Playstore or FDROID) creates a local Web+WebDAV server for access by PC
PC: WebDAV plugin

When connecting the Android phone via USB, you need to
- unlock the phone. This is a security measure so hackers can't steal your data from a locked phone, and
- open the notifications and check whether one shows "USB connected for charging". If it does, you need to tap on the notification and switch it to MTP (media transfer mode).

If it does, you need to tap on the notification and switch it to MTP (media transfer mode).
On Samsung phones it is called "USB for file transfer" In the USB settings it is called "Transferring files / Android Auto"

When you plug in the phone you should get an alert "Allow access to phone data" which you can Allow or Deny

I added the app to my Android phone (S21) and I added the app to my Win 11 PC but I still am not able to see the phone in TC. If I click on the diamond and then go to "This PC" I only get a choice of "Living Room" which is my FIOS TV.

I am trying to connect by WIFI and my phone is on the same network as all of my devices.

Would appreciate more assistance.

Note: WebDAV plugin on your Win 11 PC is available at "Network Neighborhood"
Open WebDAV and press F7 to create a new connection.

I dare to recommend MyPhoneExplorer, which is free and has faithfully worked for me for nearly two decades, starting from the Sony Ericsson times, of which for more than a decade for Android phones. MyPhoneExplorer has a portable mode, and grants a user pretty fast and user-friendly access to the Android file system via USB, Bluetooth, and Wi-Fi connections.
For me, MyPhoneExplorer is a must-have to operate an Android mobile phone as Total Commander to operate a PC.

The above instructions seem simple, but when I launch the Android plugin (which is surprisingly seen just as "Wifi Transfer" from an Android phone perspective) I just don't understand what I have to input there, to begin with, not to mention the WebDAV plugin on PC, with its bunch of fields...
Could you please be so kind as to elaborate on what I as a common user am expected to do with those "WiFi/WLAN Plugin for Totalcmd" (Android) and "WebDAV plugin" (PC), giving a step-by-step instruction/example?

It took me a good while to figure out that the WiFi/WLAN Plugin for Totalcmd and the Wifi Transfer are the same thing.
Could you please be so kind as to provide a consistent naming for that, to indicate "they are the same picture"?
An illustration, of how the plugin is seen from your dedicated page (accessible via the "Total Commander for Android" interface) and from the Google Play Store:

Rough instructions for WifiTransfer:

At android device:
- Start TC and mark files and/or folders to send
- via long press on an entry a context menue appears
- select entry "Send to: via Wifi ..."
--> an URL and a QR code is displayed
- note this URL

At PC:
- Open "network neighborhood" doubleclick on "WebDAV"
- Press F7 to create a new connection
- Enter URL noted above
- Press [OK]
--> a new connection entry is shown
- doubleclick on this entry
--> The files to send are listed
- copy the files and folders you need

Don't forget to stop your server at android device when done.

- via long press on an entry a context menue appears
- select entry "Send to: via Wifi ..."
Alternative:
- tap on icon for entry to select it.
- tap on copy icon (2nd icon) in icon bar and choose "via WiFi"

--> an URL and a QR code is displayed
After restarting either computer or phone the url might change - by me it changes between two different url's, so I have made two connections.

If it is not a must that you can do the accessing from the computer, I recommend using the Android TotalCmd-LAN plugin (aka. LAN (Windows network) Plugin) instead if the task is to be able to copy files between computer and phone via WiFi.

To get a fixed URL, you need to do the following:
1. Give your phone/tablet a fixed IP address. You can normally do this in your router, check the DHCP settings for your device IP address.
2. The 4 digit subdirectory name is used as a pin number and changes every 2 weeks. To get a fixed code, add a user name and password by clicking on the cog wheel in the upper right of the app, then on ADD USER. Once you have done this, you can use code 8888 instead of the one displayed above the QR code, e.g. http://192.168.1.125:8081/8888

Thanks - did that - on my Icotera i4850 router it was done under "Status" -> "LAN".

Now the IP-address stays the same after restarting the phone.

BTW - If I delete a WebDAV connection that has been opened in the current TC session, then it does not disappear from the file panel until after either unloading the plugin with cm_UnloadPlugins or after restarting TC (cm_exit 9). Before deleting the connection I had stopped the server on the phone.

There is no problem deleting a connection and seeing the deletion take place right away if the connection has not been opened.

Try disconnecting before deleting the connection.

Try disconnecting before deleting the connection
Disconnecting in TC did it.

But disconnecting is a little confusing:
  1. If I disconnect while in a subfolder of the WebDAV plugin, then the connection is disconnected and I am taken to the "root" of the WebDAV plugin (where the connections are listed). Expected behavior.
  2. If i go back to the "root" of the WebDAV plugin and then click the "Disconnect" button I have to click i twice, and I am taken to the last visited folder on the local harddisk (taken out of the Network Neighborhood). Unexpected behavior
  3. If I go all the way out of the WebDAV plugin (to the Network Neighborhood), I only have to click once to disconnect, and TC stays in the Network Neighborhood. Expected behavior.
  4. If I go all the way out of the Network Neighborhood, I only have to click once to disconnect. Expected behavior.
I probably used the second approach yesterday - and didn't notice that I had to click the "Disconnect" button twice.
