Add native WEBP support to Lister

At some point Lister got support for showing common image file types like jpeg, png and gif without using plugins or IrfanView which is great.

However, WEBP - a format that is already widely used and is becoming more popular - is not yet supported natively.

So please, add native support for WEBP images

An actual Windows 11 with appropriate Codecs displays WEBP without any Plugins in TC.

I am using the current version of Windows 11. In Windows Explorer I can see previews of webp images. In Total Commander 11.03 in Lister I do not see the contents of the same files. However, if I press the 8 key in Lister, the image is displayed. For other types of images, I don't have to press 8.
