EDIT: I can reproduce the bug as described if I disable "Configuration" -> "Misc" -> "Get confirmation before" -> "Drag&Drop (copying files with mouse)" (it is enabled by default)
I have tried in 3 different browsers in Windows 10 and Windows 7 and on my android 13 phone both with WIFI and with data-connection (different providers).
I cannot reproduce it, sorry. When watching your GIF it looks like Total Commander switches to the directory you drop the file on, as if you clicked on the directory. That doesn't happen here. Maybe your left mouse button bounces and causes the click after you release it?

It is important that when you drag the file to the breadcrumb bar that the breadcrumb bar menu does NOT have time to open (and show "folder 1"), before you release the button.
I cannot reproduce it in 32bit TC - so maybe it is related to: https://ghisler.ch/board/viewtopic.php?p=460180#p460180 where 64bit TC loses focus to the breadcrumb bar menu when the menu opens - so maybe if the menu has focus, then TC sees the dragged file as being processed in another application (the menu).

That's exactly my first thought, so I tried several times to make sure that's not the cause.
I can too, if it means anything and it is important for someone to know.
But there is one strange moment. Perhaps this is the result of some setting, but I don't remember about it anymore.
So. For me, if I just grab the file with the mouse and drag it somewhere, the Copy operation will be performed! &ONLY!
I didn't understand this description of the error at first, I didn't even understand the video from petermad- because
for some reason there suddenly when transferring a file, an icon of the 'Move' operation is drawn next to the mouse cursor!
Instantly! From the first frames of the cursor moving!
For me, to move instead of copying, I need to quickly re-click from the left to the right mouse button, Once I move
the cursor with the "hooked" file to the desired "destination" point.
So if I do this kind of action, when the target of the "discarding" is a sub-element of the BREADCRUMB panel, then I get
first of all the context menu showing for this sub-item (for the folder in fact), and after abandoning such menu - I get
this described above a window with a description that "Cannot copy/move, since the content of the directory was
changed by another application!"

OR - you press and hold down shift when you start the dragging - as Max33Verstappen wrote in the first post:
